I have got this message too when I called theVFS helpline. Although I had opted for courier service for the delivery of my passport, they said I have to collect it from the VFS centre. Also, they said there is a letter along with the passport from the embassy. I am really scared as to what can the letter be about.

No, any alteration of the Report could make it invalid. Just hold onto your old passport, and whenever you need to show your IELTS certificate, make sure you show the relevant passport as well.

If you’re planning to travel abroad and try to secure your visa for any particular country, the VFS/embassy will check the expiry date of your passport.
Most countries will require a valid passport for another six months from your date of departure from the said country.
In case, you have already secured the visa and your passport is about to expire, then you should get a new passport. Submit your valid visa, so you can get the passport processed early.
Travel with both of your passports, as all your bookings must have been made with the previous passport.

If it's just the passport that's fine, they do it so you don't have two running passports at the same time but visas remain untouched. And you just carry with you both passports, one for scanning and stamps and the other with your visas on it.

If they did that to your visa then that's another story.

Yes some countries wants to see your old passport and specially the observation page on your old passports, they want to make sure that u have supplied the correct information about your previous travels, check if u have traveled to an enemy country and for how long / which visa; and most importantly if you were ever deported. eg - If u have traveled to Israel in the past, it is sometimes difficult to get a visa from an Islamic country.

Having said that, with availability of real time information & closely connected immigration information networks & growing infrastructure of e-visa / e-stamps & e-passports - this ritual of supplying an old passport will become a history. eg- Hong Kong & Australia no longer chops your passport for entry & exit - but info is stored electronically.

Simply said, if an Indian passport holder is a Matric/Std.X pass, he/she is free to go to certain Gulf/ African or other poorer countries elsewhere to work and earn livelihood there on their own risk, means they do not require emigration check.

But, if they are not so educated as said above, they require ECR, means they need special safe guards like proper and valid work permit/work visa/job agreement, etc., between their employer in foreign country where they want to go and them, which is to be ensured by an office called Protectorate of Emigrants(POE) in India, like that of the Passport office/Visa Consulate. What happens if an uneducated person goes to a foreign country listed in the ECR countries and works there without proper job security, scrutinized and cleared by the POE? Well, they will be exploited to the maximum by their 'agents', employers and others; they may be denied their wages; their PPs will be snatched away resulting in themselves being jailed by the host country leading to untold misery to themselves and their families back at home. Well, all this is a theory. You just try to know your requirement as per the passport website and do not bother about the other side. You will be safe. But, please note, even if you are qualified, if you do not have proper work visa or permit in a foreign country, anywhere, you will land in trouble. You cannot just take a tourist visa and go there and start working and earning. Nowadays, every country wants to save their job potential for their own country men. After all, it's we who have taught them the 'Sons of the soil' theory, so how can we be ignorant of it?
